Administrative Measures for Student Innovation Center Space of SPEIT
Chapter I General Provisions
Article 1 Purpose
To regulate the space usage, resource allocation and daily management of the Student Innovation Center (hereinafter referred to as the “Center”), ensure efficient and orderly utilization of space resources, safeguard personal safety and public property, and foster a safe, tidy, civilized and collaborative environment for innovation and practice. These Measures are formulated in light of the venue conditions, equipment configuration and actual usage demands of the Center.
Article 2 Scope of Application
These Measures apply to all full-time students, faculty members and project collaborators of SPEIT who apply for or actually use the Center, including fixed offices, flexible workstations, public seminar areas, innovation centers and other functional zones. Covered scenarios include innovation project cultivation, discipline competition preparation, academic seminars, course practice and self-directed study.
Article 3 Management Responsibilities
1. The Center shall be responsible for space application approval, access control management, supervision of safety regulations and daily operation and maintenance.
2. Supervisors, course instructors or project leaders shall fulfill management responsibilities and urge users to comply with these Measures.
3. Actual users shall strictly abide by these Measures and relevant commitments, and be responsible for their own behaviors and safety.
Chapter II Access Control and Application Process
Article 4 Application for Flexible Workstations.
1. Eligibility Criteria: Applicants must be currently enrolled 4th-year undergraduate students, graduate students, or faculty members of SPEIT. The intended use must be related to scientific and technological innovation, project practice, academic seminars, or independent study. The space shall not be used for activities unrelated to academic or innovation purposes.
2. Application Procedure: Applicants are required to complete the "SPEIT Laboratory Usage Application Form" in accordance with relevant requirements. The form must specify the intended time slot, purpose of use, and personal contact information, and must be accompanied by the signing of the Safety Responsibility Agreement. Upon review and approval by the supervisor, course instructor, or project leader, the application shall be submitted via the SPEIT's designated online system to the Student Innovation Center Management Office.
Article 5 Application for the Innovation Space

Article 6 Access Control Management
1. Access permission is for personal use only. Transferring, lending or unauthorized duplication is strictly prohibited. Any violation will result in immediate revocation of access rights.
2. Users who no longer use the Center due to graduation, project completion or other reasons shall proactively cooperate to cancel access permissions. Any loss caused by failure to timely cancel shall be borne by the user.
3. For violations of these Measures, the Center reserves the right to revoke access permissions. Serious violations will lead to restriction of future application qualifications.
Chapter III Space Safety and Usage Rules
Article 7 Opening Hours
The Center is open from 08:00 to 23:00 (no lingering after 23:00). Special arrangements during winter and summer vacations shall follow SPEIT notices.
Article 8 Personnel Management
1. Only registered applicants are allowed to enter. Bringing external personnel is prohibited. For necessary visitor reception, advance approval from the Center is required, and visitors must be accompanied by the applicant at all times.
2. Overnight stay is prohibited. Users must leave before closing time and cooperate with on-site inspections.
Article 9 Safety Operation Specifications
1. Emergency Handling: In case of fire, equipment failure, water/electricity hazards or other emergencies, stop using related equipment immediately and contact property on-duty staff or Center safety personnel. Unauthorized handling is strictly prohibited.
2. Equipment and Operation Safety: When conducting high-temperature, hazardous chemical or dangerous operations, proper personal protective equipment must be worn and operating procedures strictly followed. Unauthorized operation of non-public equipment or dangerous goods is prohibited.
3. Electricity Safety: Do not use unauthorized extension cords or privately connect wires. Overloading electrical outlets is prohibited. Avoid simultaneous use of multiple high-power devices to prevent circuit overload and safety incidents.
Article 10 Space and Property Management
1. Order: Maintain quietness in public areas. No loud noise or horseplay. Activities unrelated to innovation or study are prohibited. Food (takeout, snacks, etc.) and non-drinking water (beverages, milk tea, etc.) are prohibited. Sealed water bottles are allowed and must be placed safely to avoid spilling and damaging equipment.
2. Care of Facilities: Take good care of public furniture, equipment and supplies. Do not move, dismantle or damage public property. Compensation shall be made at market price for any damage.
3. Item Storage: Keep personal belongings safe when temporarily leaving. Valuables must be carried with you. Long-term occupation of seats with computers, bags or other items is prohibited. Do not leave personal items in the Center after closing; all desks will be cleared daily.
4. Environmental Hygiene: Clean personal workstations and surrounding areas after use. Do not litter. The principle of “who uses, who is responsible” applies to public areas; users must clean tables and tidy the environment after use.
Chapter IV Special Management Requirements for Winter & Summer Vacations
Article 11 Vacation Approval
The Center normally opens during vacations. Extended hours or special usage for research projects require advance submission of application forms and approval by SPEIT.
Article 12 Vacation Safety Management
1. Non-public areas may be sealed. Unauthorized tearing of seals or entry into closed areas is prohibited.
2. Observe opening hours during vacations. Cut off power and water sources and eliminate potential hazards after daily use.
3. Keep access doors closed during vacation usage. Only registered personnel are allowed. Cooperate with daily inspections and clearance by on-duty assistants.
Chapter V Violation Handling
Article 13 Violations
1. Transferring access credentials, bringing external personnel, unauthorized overnight stay or overtime lingering.
2. Violating electricity safety, equipment operation rules or unauthorized handling of emergencies.
3. Long-term seat occupation, eating in the Center, damaging public facilities, littering or disrupting order.
4. Unauthorized, overdue or improper use of the Center.
5. Other violations of these Measures or SPEIT regulations.
Article 14 Penalties
1. First offense: Oral warning, written record and deadline for correction.
2. Second offense or serious case: Revocation of access for 1–3 months, written criticism. Compensation for property damage.
3. Severe violation or safety incident: Permanent revocation of usage eligibility, disciplinary action in accordance with college regulations. Illegal acts will be transferred to relevant authorities.
Chapter VI Supplementary Provisions
Article 15 These Measures shall be interpreted by SPEIT and shall come into force on the date of issuance.
